Why Now — This isn't a technology story. It's a capacity crisis.

The USAID cuts triggered a contraction most organisations are still trying to absorb. The headlines focused on field roles — the health workers, the food security teams, the emergency relief staff. Those losses are devastating and irreplaceable.

What got less attention was the second wave: the grants managers, the reporting teams, the data analysts, the administrative staff who kept compliance documented and programmes monitored. These are the people who kept missions operational — and they were hit hard.

The result is organisations being asked to do the same work with far fewer people. The missions haven't shrunk. The reporting requirements haven't eased. The compliance deadlines haven't moved. But the teams responsible for all of it are operating at the edge of what's sustainable.

This is where we work. Not in field delivery — but in the operational layer underneath it. The layer that, if it breaks, brings everything else with it.

233,818 jobs lost across the humanitarian sector in the last year. 55% of NGOs have laid off staff following recent funding cuts. 67% of NGOs report disrupted programming.

Mission and Vision

Horizon Aid provides small and mid-sized NGOs with the tools, training, and AI agents they need to turn data into impact.

Mission

To empower small and mid-sized NGOs with the data, AI agents, and capacity-building they need to make informed decisions, measure impact, and secure sustainable funding.

Vision

A humanitarian ecosystem where every NGO — regardless of size — has access to the tools, insights, and knowledge needed to serve communities effectively.

Approach

We combine practical data support with AI-powered agents and hands-on training, giving NGOs repeatable workflows they can sustain independently.

Principles

How It Works — Four Service Areas

01 — Data Connectivity & Architecture

Connect NGOs to global humanitarian datasets and help build simple, sustainable data structures. We integrate high-value external data with internal programme data so decisions are grounded in evidence — not guesswork.

02 — AI Agents for Operations & Insight

Deploy AI agents that handle the work that doesn't require human judgment — cleaning data, drafting reports, monitoring compliance, generating summaries. Agents that act like teammates, not tools. Freeing your team for the work only they can do.

03 — Training & Capacity Building

Hands-on workshops that give staff the confidence to work alongside AI agents effectively. We build internal capability — so you're not dependent on us, or anyone, to keep things running.

04 — Grant Discovery, Proposals & Reporting

AI-assisted grant scouting, proposal support, and impact reporting — built from your own programme data. Better reports, faster turnaround, more time for the mission they're meant to serve.

The Process — From Assessment to Independent Capability

  1. 1. Assessment & Data Inventory: We start by understanding your current data practices, reporting requirements, and operational pressure points. Where is time being lost? What's at risk when capacity is stretched?
  2. 2. Data Connectivity: Connect internal programme data to relevant global humanitarian datasets. Establish a lightweight, sustainable data architecture — nothing more complex than your team can maintain.
  3. 3. AI Agent Deployment: Deploy agents into the workflows where they'll have the most impact. Agents handle the high-volume, time-consuming tasks — cleaning spreadsheets, drafting reports, flagging deadlines, generating summaries.
  4. 4. Training & Onboarding: Equip your team to work confidently alongside AI agents through hands-on, tailored training. The goal is capability transfer, not dependency.
  5. 5. Ongoing Support: Templates, playbooks, and optional office hours to evolve workflows over time. We stay available — but we design for you not to need us.

AI Agents for NGOs

Our agents are safe, practical, and focused on low-risk, high-value tasks that save time and increase clarity.

The Infrastructure — Agents built on Cura

Horizon Aid deploys agents built on Cura, a purpose-built AI agent platform developed specifically for mission-driven organisations. Cura integrates with Microsoft 365 — including SharePoint, Teams, and Outlook — and provides built-in governance tools that keep humans in control of every sensitive operation.

Every agent action is logged. Every sensitive workflow requires human review before execution. We don't deploy agents and step back — we deploy agents with governance structures that match the accountability requirements of the sector.

Horizon Aid is a practitioner, not just an advocate. We use these tools in our own operations — so when we say they work, it's from direct experience.

Get Involved

NGO Partners

We're looking for small and mid-sized NGOs to pilot our agent workflows. No data team required. We handle the setup and training. partner@horizonaid.org

Funders & Supporters

Funding supports responsible development, pilot partnerships, and the training that makes adoption sustainable.

Sector Peers

Building something adjacent? Thinking about this from a different angle? We're interested in the conversation. hello@horizonaid.org
